R* left online out because it was not even close to being playable. You have to think the game was probably GM stamped a month before release date. Within that time they had to have focused on getting major bugs wrapped up on SP and getting online functional.

If online has the issues it does now can you imagine a month and a few weeks ago?

@19James89 I don't know about you but i knew online was going to be released shortly after the game launched. I also read that it was a work in progress. After playing it i see why. It is very unique in scope and i am glad they took the risk and made it.
