How Fallout 76 Aims To Stop People From Being Jerks

"Think of PvP more like issuing a challenge to somebody."

We learned a lot more about Fallout 76 during Bethesda's E3 2018 press conference. In addition to seeing a trailer with gameplay details, we also learned that Fallout 76 is an always-online multiplayer game. You can still play by yourself, but the characters you encounter in the game are all controlled by other human players.

This setup opens Fallout 76 to some issues, though--namely how people will behave when things get sticky. How do you prevent someone from targeting you and trying to ruin your game? We spoke to Bethesda Senior Vice President Pete Hines about the online nature of Fallout 76 and how Bethesda aims to preempt potential issues.

Now Playing: Pete Hines Reveals More On Fallout 76, The Elder Scrolls, and More | E3 2018

"When you see a person in the world, they're a real person, and now you have to figure out [what role they play]...maybe they're being super helpful, maybe they're wandering the world as a trader and just trading with people, maybe they're being a bad guy and they're part of a raider group," Hines said. "[We allow] for that sort of tension but with systems in place that keep it from being abusive. So you can't be harassed by somebody who just keeps chasing you around the world and keeps killing you over and over again; the game literally doesn't allow that to happen to you."

He continued, "Death isn't supposed to be a super negative thing. You don't lose your progression, you don't lose all your stuff, somebody can't kill you and then take everything in your inventory [and then you have to] start over."

The question remains how PvP will function exactly, but Hines emphasized that it's not a dog-eat-dog world. "Think of PvP more like issuing a challenge to somebody as opposed to just, 'no matter what I want to do to somebody, I can,'" he explained. "The game only lets that go so far before you can basically say, 'I don't want to participate in this challenge anymore.'"

Hines compared PvP in Fallout 76 to fighting a Deathclaw in Fallout 4. If you attempt to kill a Deathclaw and die, when you respawn, you can either decide to try again or move on and do something else. "That should kind of be how it works for any human person," he said. "They can't keep coming after you, just like that Deathclaw wouldn't come running across the map and keep chasing you."

Hines also emphasized that Bethesda plans to continue supporting and tweaking these systems as time goes on. It remains to be seen how they work, or if intrepid players figure out ways to circumvent the rules in place, but the upcoming (but currently undated) beta is a good time to test how they work.

Fallout 76 is set to release on November 14, 2018 for PlayStation 4, Xbox One, and PC. For more on Fallout 76, see our roundup of all the Bethesda news.

Sounds like this game will be a lot of fun. People can cry all they want that it's online only (even though they said you can play solo and basically everything else they have is connected to the internet at this point), but I'm really interested to see where this game goes. Looting the wasteland with a crew sound right up my alley.

Sounds like a big improvement over Fallout 4. I'm sure Bethesda also learned from ESO, as that has turned into a worthwhile game.

@xenomorphalien: Whether or not you can play by yourself isn't the point. The point is that making a game online only, changes the formula and the way that the player interfaces with the game. The fundamental design of such games is completely different because they are built around the always online aspect. How the combat works. How the general gameplay is, the story and so forth. All these things have to designed differently to accommodate the multiplayer focus of the game. So in essence playing an online multiplayer game by yourself, is not the same as playing a single player game. It's playing a multiplayer game alone.

That would be like saying that if you don't want to play the next CoD online you can always run around by yourself in the empty maps. That wouldn't really be enjoyable or interesting because the game is specifically designed around something different.

@xenomorphalien: I don't agree that ESO is worthwhile, but it is popular. The combat is awful and if Fallout 76 adopts that MMORPG style of combat I'm gonna cry.

@xenomorphalien: would you mind elaborating a few more things you would do in this game? what would keep you busy? would you make goals for yourself? what are you doing once your base is finished? hunt? pvp? what excites you in particular?

@RaveNRolla: There is a main story, there are a tonne of quests, end game seems to be similar to an mmo (high level creatures dropping high level gear and crafting mates)

@RaveNRolla: Hunting and PvP with friends of course. I mean, it's just a Fallout game online. There's still a story.

It's nice that Bethesda is trying to keep the trolling down to a minimum. They're thinking about that unlike some devs and their games..**cough R* cough GTA 5 cough cough**. But what are they going to do with the HACKERS. We all know that within a month of it's release it could potentially infested with them nuking everyone non-stop. I doubt they have a system in place to fight them yet and they're going to be overwhelmed. This situation reminds of Rockstar and GTA 4 in 2008 where you have a big studio doing it's first big MP component and they're not prepared for all the things that could go wrong. I am excited for this game. I do want to play it but I'm holding off to hear reviews.

I don't know about you guys, but I'm getting this one.

Because I was the same way guys are about Fallout 76. With fallout shelter when it was first announced.

I was like, "No one will play some crappy Fallout mobile game." I tried it for a little. And it needed up being the only way to pass the time at work, on my breaks. Up until I stopped playing it. because my crappity crap phone couldn't handle a 2/3 finished vault. Or, the game in general. And, I used to hate phone games with a passion before I started playing.

So, I doubt this game could be as bad as what you guys are making it be.

Also as a player who usually accumulates fifteen hundred metric tons of crap in Fallout (figuratively & literally). I actually wouldn't mean having a chance to lose all my stuff in the game. Considering it will give me a chance to find more.

To all the people crying about all the people crying. Here's a tissue. Fallout should remain single player. Anything else is immersion-breaking.

@GT_APE: Yea the immersion that you get from Bethesda Games is quite broken with little to no npcs and a completely modless game where people can annoy you for no reason. Not to mention people bringing up real world stuff that people can't stop talking about. Thank God the Hilary and Trump election thing is over. What a piece of garbage that was for MMO gamers.

Have to admit I was disappointed when I heard multi-player. Yawn. However, given it's Bethesda, I'll reserve my opinion until I see it. Supposedly you can play solo. Hope so. Last thing I want in a Fallout universe is some 10 year olds running around breaking the immersion.

@kagatoac: Apparently you disappear if crouched, the map location stuff may or may not make it into the game, griefing won't be anywhere near what you ladies expect it to be, its a pve game not pvp but it will happen occasionally and so what harden up and shoot back if you're so upset, not sure you understand the size of the map, less hand wringing and tears and remember its a game

@Salt_AU: Fully aware that it is a game which is 95% of my point. A game that involves getting murdered by other players the majority of the times I encounter them is not fun. Step into the Dark Zone in The Division if you need to see what happens in a free for all environment.

@kagatoac: Still too much hand wringing buddy. Yes I have played and platinumed The Division. You realise you're comparing two very different games don't you. Firstly there are incentives and rewards for pvp in The Division, there will not be loot and rewards for pvp in Fallout 76. Secondly the map comparison is not even ballpark close in comparison of its size. Fallout 76 in 4 times the size of Fallout 4. Fallout 4 would be 12 times the size of the dark zone in The Division. Fallout 76 will also have less players on the map at any time than The Division. That's a lot of space with less players. Bethesda have stated quite clearly that it is NOT a pvp game, not sure what else they can do to alleviate your concerns outside of waiting to play it (or don't play it).

People will be asshats, there is no question of that but not nearly as many as you may think. No rewards, no incentive, no real reason, less xp in comparison to pve equates to less progress. Less progress equals weaker character. Just wait until beta hits and then you will have a clearer picture and even then the game will continuously be balanced, its a live service. Private servers and modding has been confirmed by Todd Howard (although not right at launch), private server means solo if you want or with a handful of trusted and close friends. What is not to like about that?

I think most people don´t get that this is not the end for the traditional Fallout saga. There will be a Fallout 5 as it will be an Elder Scrolls 6, both off-line. Fallout 76 is just another IP like Elder Scrolls on-line.

@hjroman: Yeah and I firmly believe ESO derailed TES 6 for YEARS. Just look at the release schedules of the previous games. ESO is the reason we didn't have TES 6 in 2016.

@GT_APE: And what would have that game been like? Pretty much Skyrim with some reskins, from a dev who's burnt out of rehashing the same crap.

It's the same as with Half Life 3. When devs don't have ideas on how to continue or simply want to do something else then they shouldn't be forcing it.

@PrpleTrtleBuBum: It would have been better than a online only game where you can't be as badass as you want to be with mods galore. Every Elder Scrolls is a new adventure and can't even compare to hl3. Completely different types of games. One is open world lore rich. The other is a linear based fps game which is stuck in the confines of a particualer zone. Mods alone can create endless quests if you wished in Elder Scrolls.

@GT_APE: That is possible. I admit that I haven't felt despair because it takes me a very long time to finish a game (specially if it have replayability, DLC and MODs) and until very recently I didn't have a next-gen game console to play FO 4 and ES 5 S.E. Not in a rush for now but I get that there are people that have a shorter spam.

I don't understand the crying here. Personally, Fallout creates such an amazing world that I'd enjoy exploring it with friends. But for those who don't....then don't play this game. It's that simple.

@quis89: Most complaints are not about enjoying the game with friends. They are about potential dramas between you and strangers on the internet. Some have friends available to play this game with; others don't. On the other hands, there will always be jerks. Also, playing this game with a bunch of friends doesn't stop some tryhard hackers or simply jerks from messing with your progress. Playing with friends simply helps make it less frustrating when that happens.

I would love to play, tho I have not played any other fallout. But when he says 'there will be dozens, not hundreds of thousands of people' that just completely ruined it for me.

It really only sounds like you group up, kill a few things, build some structures, fight with the neighbors, nuke them, have a boss destroy your village, rinse and repeat.

This is such a bad idea... Multiplayer has it's place, and Fallout isn't one of them... Bring back the single-player-only game that made Fallout great, before you ruin a top-notch franchise...

I have played 100s or possibly thousands of online games of different category. Start with team based pvp like team fortress 2/S.W.A.T 4 to just plain co-op games and i have find out that when you are multiplayer you are not playing a game for immersion but just for fun.

Going online in fallout is going to be an extremely different experience, it won't be a standard action RPG. People will always find loopholes to grief players, trust me. I have been in every situation. A little example of this is a PVE only server, i have seen people to trigger environment hazards deliberately to kill whole party when server don't allow simply shooting them in the face (example shooting a huge fuel tank and triggering explosion to kill other people near it). Aggroing lots of mobs knowing party won't be able to handle and wiping everyone.

When you go online you need to expect these kind of things to happen. I say multiplayer is a totally different experience, bad or good that's a different topic. Bottomline is that this game will be nothing like a fallout game, the only similarity is that it will play in a post-apocalyptic world like a fallout game and similarities between the two end there.

@Salt_AU:Mods will be quite limited and definately restricted to private servers. Which would take a great majority of the point in playing the game for to being with. Might as well play fallout 3, NV and fallout 4 with mods and variety of custom quests till an actual single player is made.

There really are an impressive array of whiners here. Maybe wait to see the game when its finished and if it doesn't suit you, play something else. Its only been 2 years since F4, it is a great single player game, you can play it offline and survival mode is excellent, I am personally still playing it. As a huge Fallout and Bethesda Game Studios fan (and a single player game fan) I am still looking forward to what they do with the game, multiplayer co-op is absolutely fine and will work better than many here expect.

So its Ark without the dinosaurs or losing your stuff. Why are you people complaining? If you want a single player experience, play FO4, it's still there. No ones forcing you to play this game. I hope it's better than the Holy Balls of Christ, because I happen to WANT to play in the Fallout universe with my friends.
