Earlier today, Namco Bandai announced its first wave of downloadable content for Tekken Tag Tournament 2 in the form of four additional characters: Kunimitsu, Ancient Ogre, Michelle, and Angel. In keeping with Tekken series producer Katsuhiro Harada's promise to never charge for extra characters, the quartet--as well as all future Tekken Tag 2 DLC fighters--will be available free of charge.

This marks a refreshing change of approach for Namco Bandai, which has an impeccable track record when it comes to ticking off customers with its DLC. The publisher sold a stripped down DLC-driven version of Ridge Racer for the PlayStation Vita with just five cars and three courses in the core game. It let players pay for level-ups and gold in Tales of Vesperia. It sold Soulcalibur IV with Darth Vader and Yoda on every disc, but charged gamers $5 to unlock one of them depending on which platform they'd purchased the game on.

What Namco Bandai apparently figured out, and what I wish more publishers would realize, is that excessively opportunistic DLC plans may boost revenues in the short term, but inevitably burn through whatever good will a brand has acquired. On the other hand, free DLC works not because it's giving away something for nothing, but because it's treating gamers as a customer to be respected rather than a resource to be exploited.

The trend this generation has been for publishers to use downloadable content to do two things: discourage used game sales, and increase the average revenue per user. The former task is accomplished by giving players new content to look forward to and a reason to hold onto their games rather than sell them back to stores like GameStop. The latter task is accomplished by charging people for the DLC, pushing the total purchase price for the complete experience above the game's full retail cost.

Marketing campaigns have some people so irrationally excited for a game that they're willing to pay more than $60, and this generation has been one long exploration into how much more.

That's why we see $150 collector's editions, costume bundles, map packs, downloadable costume colors, character progression unlocks, challenge modes, premium subscription services, real-money auction houses (and the anti-consumer always-on DRM that makes such a thing possible), online passes, Xbox Avatar and PlayStation Home items, and toys that interact with games. For every customer and every game, there's a magic number of dollars and cents that they can be convinced to part with, and publishers are doing everything they can to extract that exact amount from gamers, right down to the last dime.

Almost of all of these services, add-ons, or incentives would be fine, if they were implemented with a modicum of respect for the consumer. But they're often combined with one another such that the publisher comes off as a stereotypically sleazy car salesman trying to hard sell a bunch of crap people don't need, extracting money from customers in every way possible. Instead of creating DLC just for the extra revenue, or creating DLC just to keep people from trading a game in, they do both. They make DLC designed to thwart second-hand sales, and then they charge money for it even though it's already serving their interests by keeping the shelves of GameStop from being flooded with used copies.

When publishers charge for DLC that has an unstated goal like stifling second-hand sales, it comes across as disingenuous, manipulative, and disrespectful.

If these same companies would instead just focus on one thing they wanted to do, and did it with a proper amount of care and effort, they would find themselves facing much less anger and resentment from their core audiences. Take Rock Band, for example. Harmonix's rhythm game franchise has more than 3,700 songs available for download. If you want to talk about maximizing the potential average revenue per user, this one's in a class of its own. But at the same time, Rock Band manages to respect the customer in a way few other games have done. The transaction here is always simple, a song or group of songs for a set price. Harmonix gets my $2, and I get to belt out Queen's "Bicycle Race" naked in my apartment at three in the morning. It's a win-win.

And while the Rock Band DLC might discourage used game sales in that you've invested more money in the game and have more reason to hold onto it, that's clearly wasn't the point of the DLC. On the other hand, when a company ships a game with completed DLC locked away on the disc and releases it on a schedule over the course of several months, thwarting trade-ins is a much more transparent motivation.

This gets to a question of being honest with customers. When publishers charge for DLC, their motivation is honest because it's obvious: money. When they don't charge for DLC, their motivation is less relevant, because the customer isn't sacrificing anything to get the content. But when publishers charge for DLC that has an unstated goal like stifling second-hand sales, it comes across as disingenuous, manipulative, and disrespectful.

For Tekken Tag Tournament 2, it appears that Namco Bandai actually gets that, and is being honest with and respectful of its customer base. Now all we need to do is return the favor, and tell them unequivocally that this is the way gamers should be treated.

I'm a huge fighting game fan. Unlike Capcom, whose recent games I have bought secondhand, I will be more than happy to pick up T3/2 brand new.

@ABEzilla116 Well, bat does have a point. The US lags behind most industrialized countries in terms of broadband penetration (seriously - there are more than a few areas where ISPs won't roll out telephone line, nevermind broadband, due to costs not being "worth it). With the economy being what it has been for many people, things like cable/satellite TV, internet, etc., get cut in favor of things that are more essential. If you've got wireless internet, then you get a cheerful data-cap limiting how much you can download in a month.

There are downsides to DLC, regardless of it being free or paid.

Nice article. DLC, like any other product, is not inherently good or evil. Just make it clear what you're selling and let people make an honest decision.

I still don't like it. Basically, you're punishing gamers without an internet connection in an attempt to curb second-hand gaming? That's not fair. Back in the day, you unlocked costumes and characters by achieving certain feats in a game. I don't support DLC anymore. It's gotten out of hand, and, if it gets to the point where it seriously affects the game that I paid full retail price for, then I'll just stop gaming altogether. JUST SAY NO TO DLC!

@bat725 This old school mentality isn't good for everything. If you have no Internet in this day and age I do feel for you. You are not only missing out on DLC but also great DL games. DL games that normally would never get a release day are actually released. You think Journey has a chance at a $60 or $50. So there is an upside to the whole internet connected systems. I rather have the option to than not. I do agree it has gotten out of hand but, just don't buy what you don't think is fair. People always complain about changes. Keep in mind people were oppose to DL music before. Now I rarely see people buy CD's anymore.

@bat725 And, back in the day, the only way to add new characters after release (ie, not in the game, couldn't be added to the game, etc) was to release a new version a year or two later. I can certainly sympathize with those without internet access, but the old way wasn't exactly great, either.

And, for my money, unlocking characters is a pain in the neck. Unlock extra costumes, colors, etc? Sure, fine, no problem. But not characters, please.

this is why I'd prefer to get a Tekken game rather than a Street Fighter game or any other Capcom fighter. Harada actually cares about us consumers so that's why he wouldn't charge us for additional characters. Capcom, on the other hand...

I really don't think Namco figured this out on their own, but saw the backlash that Capcom received and are trying to avoid that kind of consumer rage. It just goes to show that some companies actually listen to and value the consumer over bottom dollar amounts. Customer loyalty is more important than a few extra sales if it comes at the cost of consumer outrage.

actually, most developers know about it. Especially PC developers like CDproject whom gives free dlcs as a way to boost aftersales to justify to have a steady value of the game at \$40 after months after the release. Even DICE for BFBC2 gives free all dlcs for PCgamers as a way of encouragement for games who bought it at full price. As said even, Mircosoft gives free dlcs for certain games as a way to market certain games "kinectimals" and "alan wake" with free dlcs that comes with new copies.

Its usually the publishers whom fail to see that free DLCs is excellent way for marketing the game rather than spending unnecessary on TV ads.

Seriously.... I'm still not over the fact that Street Fighter X Tekken had the DLC on-disc... And they're still gonna be charging for it. Someone please sue Capcom!

As for Namco... Respect will earn them more revenue than they realize. I'm getting TTT2 just for that... (even if I never have the time to play the game).

games need to be finished 100 percent then released. i pay the company 60 dollars for a "complete" game then i get home have to download patches, and update my console,find out theres on disc dlc and then there is the dlc they just cut from the game and will release later. either way the game is unfinished and ive watsed my time. this is time im now taking out of my day to complete these developers work. i could be doing other things with my money and time. i didnt ask these developers to come in and do my job while simultaneously expecting to them to pay me to eat from my hands. i work hard for my money and put in a lot of time for those few extra cents i get to spend on something fun like a game. i treat my customers with respect and decency, these publishers need to have the same level of respect. i dont try and pay the clerk $47.59 for a $60.00 game so dont sell me a game only 76% done . simple as that.

I don't know when the industry fell out with notion of "expansion packs" in general, but they were really popular back in the 90's. They held a lot of contents as a BONUS to the already bursting with contents and features, original game. Expansion packs were priced cheap, and they never felt like a rip-off, mainly because they weren't. The premise of a huge content pack in the future, kept the customers from trading away their game. And why would you, anyway? these games usually had a lot of replay value and didn't hinder a player's enjoyment with an "always online" DRM, for example.

It was a great business strategy that kept everyone happy. DLC on the other hand, has been such an abused term that the mere mention of it makes many people scared of buying the game.

Better than Capcom but still not helpful for those that don't have the internet. This sort of stuff is not good for future generations that want to experience the game years down the line. Just put the content on the disc.

The DLC for Tekken Tag 2 might be free but still.....why the hell can't anyone just freaking release a game 100%complete???????????

I do not want to keep buying games at $60+ only to download or spend even more money after the fact for stuff that should have been in the game at launch.....

Fallout 3 and Fallout New Vegas wasn't so bad on DLC [you can argue about the quality if you want] because it all came after the fact and it was all complete mission campaigns, new NPC's, new weapons and items, new locations to explore and new enemies not $10 for missions you could knock out in less than an hour [ME2] and yeah I know New Vegas had day one DLC, I was kinda annoyed by it....now it just pisses me off royally.....

NO, I'm sorry chopping up the game to any extent so you can do DLC even if it's free is stupid. If you chopped the game up a little and are just giving the extra parts away for free to entice people to buy the game you are stupid.....

just sell the damn game 100% intact, the hardcore fans will want the game anyways, sell to them that's where the money will come from and like anything there will be a few who never played who buy the game as well just to see what it is......All I see of this is a moronic decision everyone is championing......

If it was that they had the game complete and it had already went gold but the team had some last minute ideas, by all means act on that, add extra stuff later, new characters, levels whatever give some away free and sell some of it at small prices but anything sold make sure it's a big pack like 3 characters, 5 maps and alternate costumes all in one pack.....then it doesn't seem like a rip off or a cop out.......

I am more likeyy to buy a game if there is free DLC but I like buying used game because I get tired of shelling out $60 for crap so if I am not sure about a game I buy it used, I save money & can always return it if I don't like unlike new games

Even though I do purchase used games more often than not, I have to say that Namco is doing the right thing in battling the used game industry. Free DLC will entice me to purchase it new rather than buy a used game. Hopefully, they don't just give those 4 free dlc characters and charge for many others.

I remember playing tekken tag tournament 1 in the arcades when I was on vacation in Italy during my youth.It was a great experience, that i'll never forget, I'm buying this for nostalgia's sake.
