Had this issue in a co-op campaign, my friend found a workaround solution. You can edit the amount of money you want to demand, then flip it to an amount you want to offer and the value won't change.

Yep. DCS moved to a free2play model. A frame with modules plug ins. Like Microsoft Flight except it doesnt suck.
