While not sure I think the X1 and the X1x can multitask, so you can game, while listening to music, or listen to a podcast, the PS4 and PS4Pro can not, which is sadly one of the reasons I don't use mine as much as I could.
The X1X will have a 4K blu ray drive I think, which the Pro does not.
While people will make claims about exclusives, the life blood of both consoles are 3rd party, with 1st party games being a letdown in general this gen. So I am not sure how much weight I would put on 1st party (second party is different though)
The Pro has some half assed aspects for sure, but it does run games better then the PS4 in most cases with the "boost mode" activated, a few games had issues with it, but I have not felt any. The pro however is mostly just for increased resolution, and little else.
So far it seems that the Sony has better 2nd party support, while it is a taste question, you might look into what support the PS4 Pro has, it is mainly Japanese Devs, but there is more then a few odd goodies. Which does make the library better then the X1. If you do not care about the mostly Japanese oddity games, then this point is rather moot.
Neither of them will likely run games much better then one another, a few framerates here and there, but do not expect many games to run at 60 fps on the X1 and 30 on the Pro, the CPU in these consoles are really weak. The X1X can likely get a better image quality up, and has a beefier GPU. But outside of that, I think you might as well just flip a coin.
As for the cheapest 4K tv? Eeeh I would make sure HDR is compatible with the consoles, and the most basic tech is in working order, before you look at a pricetag, Most of the first gen of 4K TV's are pretty bad for gaming, with input lag and not a single standard in processing and other such issues. But you are best to visit sites that deals in TV's for better info I think.
