no where have i seen that it can be turned off...it still has to be plugged in for the system to work that policy didnt change Here is the link, it CAN be turned off completely, regardless of if it has to be physically connected. You can turn it off or disable it in the settings...

You will be able to turn off Kinect for Xbox One and the all seeing device won't record and upload conversations you have in the living room.
In a blog post about privacy and Kinect Microsoft wrote: "We prioritise your privacy. We understand that your personal data and privacy are important. Xbox One and Kinect will provide tools to put you in control of your data."
What this means is that users will have complete control over whether or not Kinect is on, paused or off, though some experiences will require the sensor to be on.
