How Fallout 76 Aims To Stop People From Being Jerks

We learned a lot more about Fallout 76 during Bethesda's E3 2018 press conference. In addition to seeing a trailer with gameplay details, we also learned that Fallout 76 is an always-online multiplayer game. You can still play by yourself, but the characters you encounter in the game are all controlled by other human players.

This setup opens Fallout 76 to some issues, though--namely how people will behave when things get sticky. How do you prevent someone from targeting you and trying to ruin your game? We spoke to Bethesda Senior Vice President Pete Hines about the online nature of Fallout 76 and how Bethesda aims to preempt potential issues.

"When you see a person in the world, they're a real person, and now you have to figure out [what role they play]...maybe they're being super helpful, maybe they're wandering the world as a trader and just trading with people, maybe they're being a bad guy and they're part of a raider group," Hines said. "[We allow] for that sort of tension but with systems in place that keep it from being abusive. So you can't be harassed by somebody who just keeps chasing you around the world and keeps killing you over and over again; the game literally doesn't allow that to happen to you."

He continued, "Death isn't supposed to be a super negative thing. You don't lose your progression, you don't lose all your stuff, somebody can't kill you and then take everything in your inventory [and then you have to] start over."

The question remains how PvP will function exactly, but Hines emphasized that it's not a dog-eat-dog world. "Think of PvP more like issuing a challenge to somebody as opposed to just, 'no matter what I want to do to somebody, I can,'" he explained. "The game only lets that go so far before you can basically say, 'I don't want to participate in this challenge anymore.'"

Hines compared PvP in Fallout 76 to fighting a Deathclaw in Fallout 4. If you attempt to kill a Deathclaw and die, when you respawn, you can either decide to try again or move on and do something else. "That should kind of be how it works for any human person," he said. "They can't keep coming after you, just like that Deathclaw wouldn't come running across the map and keep chasing you."

Hines also emphasized that Bethesda plans to continue supporting and tweaking these systems as time goes on. It remains to be seen how they work, or if intrepid players figure out ways to circumvent the rules in place, but the upcoming (but currently undated) beta is a good time to test how they work.

I've played Rust...and Conan Exiles. Two games that seem very similar to what Fallout 76 is proposing. Awesome experience with the GAME and building. But I'm not playing either after a week or two. Why? Yup, griefer pvp powergamers.

Fallout 76 is a wait and see for me. I am not sold on the whole every character is a real person type of deal. Is the whole game ONLY PVP? Are there going to be quests? No NPCs whatsoever? Yup, wait and seee....

My take on the matter:

I played all FO games except New Vegas, even Tactics.

My current FO4 playthrough lasted about 700h. The reason is called SimSettlements, the mod that made FO4 really great for me.

I have over 500 settlers, there are maybe 500? more NPCs across the map. It feels like I actually lead the commonwealth into the future.

And now we get FO 76.

Aside from the usual MMO problems like griefing etc. I am really sceptical how they will tie FO76 into the world.

Because what these let's say 30 vault-dwellers need to do is build settlements and make lots and lots of babies.

Otherwise where do all the people in FO 1 and 2 and Tactics and 3 and New Vegas and 4 come from?

I am a little fuzzy on the backstory, are all non-ghul, non-supermutant wastelanders descendands of vault-dwellers?

I fear this will be just an endless creature-farming void with your little personal base. Because except for people shooting each other or mobs and building little shacks they showed zero other content so far.

I hope I am wrong :)

@mantastyle: You should play New Vegas. Despite it being NOT made by Bethesda, it is still canon. Caesar's Legion and the NCR are mentioned in FO4.

@Runeweaver: So true....even just simple things like spamming chat, or having their character constantly run circles around your character shouting and acting like a 3 year old.

This is just going to be another online FPS, just set in the fallout world. And then if it's monthly fee pay to play,it will be a boring killing grind to level to experience more content.

We'll see though, will go in with an open mind. But, most people on the internet are immature when they online game...maybe I'm getting too old for this kinda stuff.

This guy has an entirely too idealistic view of the online community. I've long said the worst thing about online games is online gamers. This guy actually believes that there are going to be equal representations of merchants, traders, wanderers, builders, PvPers, and explorers.

In truth, it's going to be 80% griefing PvP'ers and 20% people who stick it out for a while and leave, only to be replaced by other naive souls until the entire world is nothing but PvP'ers. Look at how fast Sea of Thieves went downhill.

@bonkdacarnivore: So, so true. There is a massive gamer base out there that love to compete in pvp FPS'ers. And that's cool....but, that's not fallout.

This will just be another CoD/Battlefield FPS

@bonkdacarnivore: Nope it won't be as bad as you think, perhaps 1 or 2 in every 10 players may be dickheads. I certainly won't attack anyone, defend myself yes but certainly not instigate it. I'd rather solo and help players if and when I come across them, maybe work together to beat a tough encounter then move on. PVE progress will far outweigh PVP in terms of player progress, I wouldn't under estimate what character progression means to players. PVP every chance you get and you will go backwards quickly. It is a PVE game first and foremost with PVP thrown in to make it more dramatic in terms of how will this player react.

The very fact that Bethesda thinks it's OK to have roving bands of jerks that can each kill you once as acceptable is the surest sign yet that they're out of touch with their fan base. Unless there's an explicit toggle between "can be killed by other players" and "can't", this game isn't going to resonate with true Fallout fans.

@bonkdacarnivore: Right? Unless there are significant negatives to killing other players (like your character slowly turns into a ghoul or mutant and all you are is a creature that can't level and is cannon fodder for players)

@bonkdacarnivore: Maybe they will add pve only options, who knows but I don't think that pvp will be as bad as people think it will. The pve looks quite challenging, to get anywhere you're going to want to be friendly to other players for the most part. Getting anywhere means 'levelling, gear and weapons', those three things are what drives players in online games try and pvp every single time you see another player and you will going backwards pretty quickly in terms of progression. Little progress, bad name, wanted levels equals falling behind fast.

No npcs is going to ruin the game I think in the end. If they wanted to make it mmorpg they should have made it more so. Adding npc quests to do together with your friends an whatnot.

@hyru99: There are robot NPCs (you ever play Fallout 4 and get a quest from Grey Garden, maybe from P.A.M at the Railroad, Ironsides at USS Constitution, Curie, there were also quite a few holo-tape quests?), there are quests via computer terminals, there are quests via notes and via holo tapes (apparently there are a 'tonne' of quests in F76)

Human NPCs or Faction NPCs can 'easily' be added to the game, its a live game receiving on going content much like an MMO, maybe there is something hidden in the main game already. Todd Howard did say that the main story quest given to you involves around finding what happened to the people. It would be a massive spoiler if he said yes there are human NPCs but its discovered via your main quest.

Any body who has played any time on line knows there are tons of ways to grief other players without actually killing them. Griefers get very inventive and live to make your gaming frustrating.

So whats to stop the MANY other Griefers who are playing on line from doing it to you. It's obvious this clown does not play multi player games.

@sdzald: So, so true. It's almost as if this Fallout team has never played an online pvp game with options for co-op or griefing. Because, most just go the route of griefing, especially the power gamers.

@obiroid1: No, his phrasing implies that they can't kill you more than once in a set amount of time, and that there's a cooldown timer afterwards by which that person can't damage you.

OK, there's a gang of 6 people. They each kill you once. And by the time the 6th has killed you, the 1st's timer has worn off. What fun.

It's going to be so damn terrible.

1. You're in the past. Base building doesn't matter. It's about settlements not base building. Settlements like Sanctuary could be referenced in later game like Fallout 5. That's why I liked them so much. Who cares about a base in the past?

2. No real consequences for death. Being attacked? Log out. Base being attacked log out. THE BASE COMES WITH YOU! Jesus Christ how stupid is that?

3. BASES COME WITH YOU WHEN YOU LOG OUT. This alone makes base building pretty much meaningless.

4. Online requirement. Do I really need to get into how bad this is?

5. Waste of potential. Will someone please tell me WHY this couldn't have been another 5 or 6 expansion packs in FALLOUT 4!? WHY would you take away from the success and mod popularity of FALLOUT 4 with THIS!? This could have easily been a great CO-OP expansion. Not some God damn online cash grab BULLSHIT. Save the resources for FALLOUT 4 and it would have been AMAZING! It could have been a historical Fallout VR tech chair that was discovered like in Fallout 3 DLC.

2. You will not be able to log out while in combat like every other online game in existence. There will be a penalty for death to a point but balance isn't final yet, that what play testing and beta is for

3. Your building stays where it is, when you log on it will be where it was. All still unconfirmed and not yet final.

4. Online requirement, not sure when I wasn't online as my PS4 or PC is always connected. Last time not connected? Probably 1995.

5. Expansions have been done for F4, it will be a great co-op game in completely new world rather than some dlc. Not sure why you're so mad. Maybe wait until you see it at release before getting panties all bunched up.

Woulda been great to have a traditional, deep Fallout game while allowing for 1 or 2 friends to join cooperatively. This giant sandbox mode will not feel like a Fallout and won't be nearly as interesting to play.

They said that they want to give you a good experience and not a bad one. They stated that when you die, you don't lose your things. They also said you can pack up your entire settlement to relocate somewhere else. So I imagine that if you get nuked, you don't lose your stuff. It gets blown up yes. But gets stored into your inventory. It's more of a knock knock, "hello enemy"... rather than "hahah i blows your stuff ups!" I don't think you can nuke the same person more than once either. Like he said at E3, this is more of a challenge to get the launch codes to nuke something than trying to harass someone. There would be no permanent damage or loss from the nuke. This is probably more upsetting to the online game trolls than people that just want to play the game.

the real question for me is: what do you do if there won't be any story to follow? is the idea that it's bascially another minecraft and the goal is to just build?

i liked fallout 3 and 4, but it was always the story that pushed me forward. i seriously wouldn't know what to do with a game like this and i can't imagine i'd enjoy it. it doesn't have to of course, because i don't need to buy it. i'm just wondering what the people that are excited for this game are excited for?

It's been said that there will be somewhere like 12 players per 'world'.

Would they be the same set of players every time or would they be a random placement of players different each time you log in?

If it's the latter then every new player could grief up to the 'limit' against you and new players (in a random placement system) would be constantly starting with a blank slate.

@matamoros00: Given that the world is supposedly 4x the size of Fallout 4, I don't think you'll see many other people if there are just 12 players per server. I would have thought a few 100's players at least would be more appropriate if you want there to be proper interaction/cooperation. Given there are no NPCs whatsoever, it's going to be an awfully empty/lonely experience by the sounds of it.

@obiroid1: Apparently it doesn't, at least not humans. Quests will likely be given by computer terminals and robots and perhaps radio instructions. I guess you could argue a robot is still an NPC though.

@mdinger: reminds me kind of like the infestation stories type games. I picture that this is what this game is going to be like but maybe without the lack of detail and overwhelming glitches. I can't promise no glitches tho, this is bethesda.

i wonder how its gonna work when another online survivor who randomly in that moment when he sees my base, he decides to test his fatboy.... can i respawn with my base safe in another location? or RIP base and move on?

@caztro81: If that happens, look at your base one last time and once the nukes hit, salute your base as you see it turn into fire and ashes, because all of that hard work of yours, gone, in an instant because war, war never changes.
