GTA 5 Mod Tool Program Shuts Down After Legal Letter, Rockstar Responds

[UPDATE] Rockstar Games confirmed in a statement to GameSpot today that its parent company, Take-Two, did send a letter to the mod group. The statement explains why it took action against the OpenIV tools, saying they can create a nasty environment for some players "interfere with the GTA Online experience for everybody."

"Take-Two's actions were not specifically targeting single player mods. Unfortunately OpenIV enables recent malicious mods that allow harassment of players and interfere with the GTA Online experience for everybody," Rockstar said. "We are working to figure out how we can continue to support the creative community without negatively impacting our players."

A popular Grand Theft Auto modding tool program has shut down after the group behind it claimed it received a cease and desist order from Take-Two Interactive.

The OpenIV group said in a message today (via PCGamer), "We feared that this day would come… And now it's here. The day, when GTA modding was declared illegal."

The organization said it complied with pertinent rules related to modding GTA content, including not "messing with online [play]" and only using "clean-room reverse engineering," among other things.

On June 5, OpenIV said it received a cease and desist order letter from Take-Two, the parent company of GTA V developer Rockstar Games. The letter reportedly that the modding tool "allow[s] third-parties to defeat security features of its software and modify that software in violation Take-Two's rights."

OpenIV said they could go to court to demonstrate that modding is within the coverage of fair use, but the organization decided not to.

"Going to court will take at least few months of our time and huge amount of efforts, and, at best, we'll get absolutely nothing," it said. "Spending time just to restore status quo is really unproductive, and all the money in the world can't compensate the loss of time."

With that in mind, OpenIV said it decided to comply with the letter and stop distributing the mod tools. "It was a hard decision, but when any modding activity has been declared illegal, we can't see any possibilities to continue this process," it said. "Unless top management of Take-Two company makes an official statement about modding, which can be used in court."

The first mistake they did was combining the single player experience with the online experience.

The second is destroying the single player experience over some security compromise in the online community by taking actions that doesn't even do much against online hacking because well....OpenIV (although has some security "exploits") does not target nor compromise the online experience as much as other hacking tools would. OpenIV itself would not work online unless its disabled. Rockstar's security already detects this. Again, OpenIV has scripts no doubt, but scripts targeting what?

Take Two officially murdered a parent because of a child's misbehavior. Online terrorism at best. OpenIV isn't even a "mod mod hacking mod" per se, it's a tool that manages and sorts mods. You can have a lot of knowledge, a lot of authority, a lot of success, and yet lack wisdom. This is one such case. Sure, OpenIV allows game files to be modified, but again, GTA5 already detects this and repatches the game, ANNOYINGLY.

Third mistake, they don't learn from mistakes. Rather than improving security, and improving single player accessibility, they decide to pick up the gun because well, its most hassle-free thing to do. Laziness. So Rockstar and T2 don't need to bother making any official statements on their claims on caring about the modding community when all they've done with every update, is destroy it.

Until their actions prove otherwise, their statements are useless.

Why not have the Online component run as a completely separate program? That way, T2 can legally allow OpenIV for the Single Player offline game, and the online version will be insulated.

How in Sam hilly f**k does one thinks that solving hackers and cheaters is by taking down program that had nothing to do with it? It's like Jim Sterling said: There is a zombie apocalypse, and Take-Two's solution is to shoot those that are not bitten and are just minding their own business. OpenIV modding is for single player modding ONLY. Anyone who uses it on MP will be banned. Almost every PC GTAV player knows that and respects it. Hell, you won't even see most of them going MP due to it being riddle with microtransactions and a shitty progression system. This is so TT (who recently said they haven't made enough on Microtransactions) can pressure PC players to go online and pay for the DLC. Which is goddamn stupid of them.

i don't know about this mod, i don't know much about GTA 5 mods, the only thing I know is they are the reason why I don't play GTA Online, which btw I really like. Everytime I log in, some angry loser at some point probably dies or something, and start teleporting players randomly everywhere, removing their weapons and doing a bunch of stupid shit that hackers do. As I said, I don't know if this is the mod, but there is a mod problem in GTA Online.

Except this tool was made specifically to not be able to mess with any of the online play at all. All the cheating done online is using programs designed just for that purpose, to fly under the radar so they can't be detected. This is nothing more than a studio not wanting to one upped by modders who are creating quality content for the single player that was promised by R* before the game even launched and still haven't seen a thing. Its petty.

@soulfulDAGGER: You still don't get it. Cheaters use scripts and various other things that injected themselves into game memory. Scripthook is what is often used as the baseline for this.

But of course, I'm wasting my breath. You are right, this will completely do away with all the cheating.

Can we put obsession aside and start criticizing R*?

Another issue also caused by GTAO's automatic cheat detectors are the abrupt and unjustified bans on players due to 3rd party software running after launching the game, e.g. streaming software & even a browser (yes, a browser).

R* may not be putting these policies forward, but, they sure don't criticize it, and as you see here, even support it.

An outrage from players and criticism could force the parent company to re-evaluate their policies. Please, put your convictions aside and think critically, please.

To be honest, I dont care much about GTA online. I play the game mostly in Singleplayer mode and the more I play the game with new miss the more I enjoy the game. That was the reason I bought GTA on pc after trying ps4 one. I understand no one wants their creation to be modified for their own reason. It's just sad to see a future of GTA without mods, especially when Rockstars dont care much about GTA singleplayer.

Modding has been a huge problem lately. I have been teleported under the ocean, and had objects including a campfire, NPCs, and explosions spawn on and around my character. Sometimes my character gets locked in an animation. Many of these require me to change lobbies; Some require me to restart the game. It's sad that people do these kinds of things and ruin the experience of others. I think they're a big reason why Rockstar is coming down hard on 3rd party programs like this.

@directorjustin: That is not modding. That his hacking, using script injections. Modding is something entirely different and in this case, OpenIV was only for single player. OpenIV simply cannot mod GTAV Online.

@directorjustin: Mods are not programs. The cheats/hacks/bots used to do the things you mentioned have nothing to do with modding, which by the way, has been part of the GTA series and PC gaming for years. Head over to the nexus mod site and ask on the forums what the difference is, I'm sure you'll be enlightened.
